Is Mr. Obama using the "smoke & mirrors" tactic with the Mexico problem? Takes the news off of the economy?

Where does Hilary Clinton get off saying we are a major cause of Mexico's problems? Mexico has always been corrupt from all that I have ever heard... how are we therefore responsible for that?
